“Jobs Don’t Have a Gender” Says the Workforce Development Board: Now Enrolling

Utica, NY - The Workforce Development Board’s (WDB) Women in Apprenticeship and Nontraditional Occupations (WANTO) grant helps recruit, train, and retain women in quality pre-apprenticeship and apprenticeship programs, and encourages them to pursue apprenticeships and nontraditional occupations.

This program offers a unique opportunity to females who are interested in any nontraditional occupation. A nontraditional occupation is any career in which females make up 25% or less of the workforce, including but not limited to: advanced manufacturing, information technology (IT), public safety, transportation, agriculture, and the trades.

WANTO aims to upskill the female workforce by providing pre-apprenticeship programming, on-the-job training, and soft skills development courses. Participants also have the option to join a Registered Apprenticeship Program. By participating in WANTO, women can pave the way for themselves and future generations to be valuable employees in these fields.

"The North Atlantic States Regional Council of Carpenters is committed to creating a workforce of safe, well trained, progressive leaders,” says Marie Smithgall, Local 277 Council Representative and New York State Co-Chair of the Sisters in the Brotherhood Committee. “The Carpenters Union strives to promote diversity and inclusion while providing long-term career opportunities. Partnering with programs, like WANTO, allows a unique and direct approach to help us reach the less represented demographic within our communities. The WANTO program provides career opportunities to women that may never have considered certain jobs or careers as a viable option. After joining the Carpenters Union, these women are given a chance for a lifetime of self-sufficiency. It is our hope that with increased awareness of the Carpenters Union, through the WANTO program we can motivate and inspire the next generation of females in the workforce."

WANTO Project Director Stephanie Heiland says, “We want to show women that they have as much opportunity when it comes to employment as their male counterparts. By giving them the proper training they need for the workforce, we can help them build the confidence they need to be successful in these fields.”

This program serves females, ages 18 and up, living in Broome, Chenango, Delaware, Fulton, Hamilton, Herkimer, Jefferson, Lewis, Madison, Montgomery, Oneida, Onondaga, Otsego, Schoharie, St. Lawrence, Tioga, and Tompkins counties.

WANTO is also seeking businesses to partner with that want to upskill their workforce and make their work environment more welcoming for women.

WDB Announces Grant Award to Address Rural Healthcare Workforce Shortages in New York

The Workforce Development Board (WDB) of Herkimer, Madison & Oneida Counties, Inc., was recently awarded a U.S. Department of Labor grant of $2,500,000 to address rural healthcare workforce shortages in Central and Northern New York State.

“The COVID-19 pandemic has increased the need for healthcare workers, particularly in rural areas where there was already an acute need.” the U.S. Department of Labor says. “Through the expansion of employment and training models for the healthcare industry, DOL’s Employment and Training Administration (ETA) aims to help individuals gain the skills necessary to provide needed services, fill vacancies, and allow employers to find skilled workers more readily.”

The grant aims to increase the number of individuals training in healthcare occupations that directly impact patient care and alleviate healthcare workforce shortages by creating sustainable employment and training programs in healthcare occupations serving rural populations. Targeted occupations include: Substance Abuse and Behavioral Disorders Counselors; Mental Health Counselors; Rehabilitation Counselors; Healthcare Social Workers; Mental Health & Substance Abuse Social Workers; Registered Nurses; Medical & Clinical Laboratory Technologists; Medical & Clinical Laboratory Technicians; Pharmacy Technicians; Licensed Practical Nurses; Home Health Aides; Occupational Therapy Assistants; Physical Therapy Assistants; Phlebotomists.

The WDB will incorporate new and emergent technologies, such as interactive simulations, personalized and virtual instruction, educational gaming, or digital tutors, into the educational component of their training design. The individuals served will receive online training in a wide range of subject areas resulting in credentials, from micro-credentials to degrees, based on needs, abilities. and experience to place trainees in jobs where they can advance along career ladders. Outreach campaigns will attract new talent to the sector, and a coalition of partners will ensure placement and support to complete training.

As part of this initiative, the WDB’s REACH (Regional Entry & Advancement in Careers in Health) aims to serve some 600 unemployed and underemployed residents across 16 counties, including Oneida, Herkimer, Madison, Chenango, Delaware, Jefferson, Lewis, Otsego, Warren, Washington, Essex, St. Lawrence, Hamilton, Franklin, Fulton and Montgomery.

Placement Coordinator Karen Cossaboon is a hospital clinical manager and public health outreach practitioner with more than 30 years’ experience in public health project management. Karen (nickname, Kare) completed a Master’s degree in Health Sciences (MHS), from Johns Hopkins University, Bloomberg Graduate School of Public Health. The Workforce Development Board’s Beginnings Program Gives Young Adults an Opportunity to Start Over

The Workforce Development Board’s (WDB) grant project “Beginnings” helps individuals with prior involvement in the justice system. The goal of the project is to help these individuals get into an education program and in the long-term, a career.

This project provides an array of services to all of its participants to help them reach their goals.
  • They can participate in substance abuse or mental health treatment programs.
  • There are instructors trained in cognitive behavioral intervention courses available to each participant.
  • There are funds available to help them pay for short term training programs.
  • They are also offered case management services, career exploration, and assistance with their employment search.
“Beginnings is a great opportunity for young adults that have had an encounter with the criminal justice system to start over,” says Project Director Alan Lam. “We work with them to find the right education program or job, and act as a support system to help them become contributing members of the local community.”

Alice Savino, executive director of the Workforce Development Board says, “Someone who has broken the law has one strike against them, if we can keep that person from having two strikes against them and if we can do that while the offender is still young and help he or she live a productive work life, we are changing their lives and we are improving the public safety climate of our community.”

This project will end September 30, 2021. Beginnings is for individuals 18-24 years old with involvement in the criminal justice system. In order to qualify, individuals must be residents of Oneida County. This program is 100% funded by a United States Department of Labor Reentry Employment Opportunities grant of $1,500,000.
